Cost to build a plant is $2M a megawatt for gasifiers and $1-3M for development of each location and integration with the grid. With FIT a commercial loan for over $12,000,0000 can be secured for the construction of the Oahu plant. Basis cost for the FIT may be 18 cents a kilowatt hour. The figures in the chart and projection use these numbers. Presently Oahu rate users pay about 24 cents a kWh. On Maui the rate is 28 cents and on the Big Island 32 cents. If the ratio is continued on at 3⁄4 of the rate, then Maui FIT basis may be 21 cents and Hawaii 24 cents a kWh.
